Relevant Legislation and Regulations in the Middle East:

Dubai

Came into effect in April 2010. The Regulations aim to improve the performance of buildings in Dubai by
 

  • Reducing the consumption of energy, water and materials

  • Improving public health, safety and general welfare

  • Enhancing the planning, design, construction and operation of buildings


The Regulations apply to:
 

  • All new buildings;

  • Any additions, extensions, and refurbishment of existing buildings which require a building permit from Dubai Municipality; and

  • Existing buildings when specified, such as Mixed Use Buildings, specific building typologies, and Change of Use intention.

Saudi Arabia

focuses on:

  • Environmental Protection

  • Energy Transformation

  • Sustainability Programs

 

With the aim of increasing reliance on clean energy, offsetting the impact of fossil fuels and combating climate change.

The Saudi Green Initiative aims to unify all sustainability efforts in the Kingdom, including the earlier King Salman Renewable Energy Initiative 2016, National Renewable Energy Program 2017, National Environment Strategy 2018 and Let’s Make it Green Campaign 2020.

Was established in November 2010, by the Council of Ministers Resolution No. 363.  The Center is responsible for the whole energy efficiency sector in the kingdom and is tasked with:

  • Introducing new regulations (e.g., ESCO licensing, legal framework, incentives) and standards

  • Investing in human capital for building capabilities in the energy sector (e.g., certifications and trainings)

  • Promoting public awareness campaigns aimed to enhance energy consumption efficiency in the Kingdom
