This law came into effect in August 2007, aiming to significantly reduce the economy's dependence on imported refined oil, and boost the use of other energy sources, including natural gas, biofuels and geothermal resources. The Energy Law also sets out the establishment of the National Energy Council, to design and formulate a national energy policy and a national energy general plan.

The Act includes the mandate for “large energy users” in the Industry and Transport sectors to appoint an Energy Manager, to monitor and report energy use, greenhouse gas emissions, and submit annual Energy Efficiency Improvement Plans.
